This study evaluated four possible cases of comparing radar and rain gauge rain rate for the detection of mean‐field bias. These four cases, or detection designs, consider in this study are: (1) design 1‐uses all the data sets available, including zero radar rain rate and zero rain gauge rain rate, (2) design 2—uses the data sets of positive radar rain rate and zero or positive rain gauge rain rate, (3) design 3—uses the data sets of zero or positive radar rain rate and positive rain gauge rain rate and (4) design 4—uses the data sets of positive radar rain rate and positive rain gauge rain rate. A theoretical review of these four detection designs showed that only the design 1 causes no design bias, but designs 2, 3 and 4 can cause positive, negative and negative design biases, respectively. This theoretical result was also verified by applying these four designs to the rain rate field generated by a multi‐dimensional rain rate model, as well as to that of the Mt Gwanak radar in Korea. The results from both applications showed that especially the design 4, which is generally used for the detection of mean‐field bias of radar rain rate, causes a serious design bias; therefore, is inappropriate as a design for detecting the mean‐field bias of radar rain rate. Stable isotopes, tritium, radium isotopes, radon, trace elements and nutrients data were collected during two sampling campaigns in the Ubatuba coastal area (south-eastern Brazil) with the aim of investigating submarine groundwater discharge (SGD) in the region. The isotopic composition (δD, δ18O, 3H) of submarine waters was characterised by significant variability and heavy isotope enrichment. The stable isotopes and tritium data showed good separation of groundwater and seawater groups. The contribution of groundwater in submarine waters varied from a few % to 17%. Spatial distribution of 222Rn activity concentration in surface seawater revealed changes between 50 and 200 Bq m−3 which were in opposite relationship with observed salinities. Time series measurements of 222Rn activity concentration in Flamengo Bay (from 1 to 5 kBq m−3), obtained by in situ underwater gamma-spectrometry showed a negative correlation between the 222Rn activity concentration and tide/salinity. This may be caused by sea level changes as tide effects induce variations of hydraulic gradients, which increase 222Rn concentration during lower sea level, and opposite, during high tides where the 222Rn activity concentration is smaller. The estimated SGD fluxes varied during 22–26 November between 8 and 40 cm d−1, with an average value of 21 cm d−1 (the unit is cm3/cm2 per day). The radium isotopes and nutrient data showed scattered distributions with offshore distance and salinity, which implies that in a complex coast with many small bays and islands, the area has been influenced by local currents and groundwater–seawater mixing. SGD in the Ubatuba area is fed by coastal contaminated groundwater and re-circulated seawater (with small admixtures of groundwater), which claims for potential environmental concern with implications on the management of freshwater resources in the region.  相似文献

In this study we used two stable isotopes, δ13C and δ18O, for water mass classification in the coastal region off eastern Hokkaido. δ13C* values, which were corrected for the biological effect, and δ 18O values up to 300 m depth suggested that the isotopic character of the onshore and offshore water in the southern Okhotsk Sea, the Nemuro Strait and the western North Pacific could be explained by the mixing of three source waters: the Oyashio water (OYW), Soya Warm Current water (SWCW) and East Sakhalin Current water (ESCW). In summer, δ 13C*-δ 18O plots indicated mixing between SWCW from the southern Okhotsk Sea and OYW in the Pacific coast of southeastern Hokkaido, while temperature-salinity plots of the onshore water showed minimal difference from the offshore OYW. In winter, on the other hand, the mixed water of ESCW and OYW (or SWCW) appeared in the Pacific coastal region, distributed as cold, low salinity onshore water. Finally, we estimated mixing ratios of OYW, SWCW and ESCW in the coastal region of western North Pacific using their mean values of δ 13C* and δ 18O as endmembers. These results suggest seasonal and yearly changes of water mass combination en route from the southern Okhotsk Sea to the western North Pacific.  相似文献

We conducted hydrographic observations ten times in the Tsushima Strait to reveal seasonal variations of horizontal material transports such as of heat, freshwater, chlorophyll a, and dissolved inorganic nitrogen (DIN) and phosphorus (DIP) through the eastern channel of the Tsushima Strait (ECTS). The volume, freshwater, and heat transport results are of nearly the same order as results reported in previous studies. The annual mean DIN and DIP transports of 3.59 kmol/s and 0.29 kmol/s are large relative to those of the Changjiang and the Taiwan Strait and are horizontally transported through the ECTS. Nutrient transports are high in July–August and October and low in April and November. Increased nutrient transports in July–August and October are due to the appearance of a cold saline water mass in the bottom layer of the ECTS. Changes in DIN transports in summer and autumn, which account for two-thirds of the total annual DIN transport, would have a large effect on the nitrogen budget and biological productivity in the Tsushima Warm Current region.  相似文献

利用改进的三维完全弹性强对流云模式,模拟了1998年7月21日晨发生在武汉附近的特大暴雨个例,结果显示,该模式模拟得到的降雨量与实测接近,计算得到的雷达回波强度最大值也与实际观测相一致,说明该模式对实际对流性强降水具有较好的模拟能力.在此基础上,通过冷云和暖云两种不同情况的比较分析,研究了云微物理过程在强降水形成过程中的作用.模拟结果表明,详细云物理过程的考虑对深入理解武汉这次强降水的形成过程是有意义的.该个例雨水的形成主要是暖雨过程,冰相微物理过程对该对流性强降水过程的发展和演变有重要的促进作用.在形成雨水的冷相过程中,霰的融化及其在0 ℃层下碰并云水形成雨水的过程是主要的.模式云在0 ℃层附近存在明显的雷达回波亮带,亮带中间含有强回波核和及地下挂回波.分析表明,这种强回波核和下挂回波的产生主要是由于冰相粒子在0 ℃层融化形成的,融化的冰相粒子与云滴碰并又加速雨水的产生.在这些融化的冰相粒子中,贡献最大的是霰粒.文中还分析了该强降水暴雨云维持长时间强降水的云物理机制.在低层大气温暖高湿和环境风切变有利条件下,倾斜上升气流和下沉气流之间的准稳态结构可能是暴雨强降水得以长时间维持的重要原因.  相似文献

Institutional capacity is an important element for climate change adaptation (CCA) and the development of such capacity is a great challenge in a Least Developed Country like Cambodia where resources are limited. An important first step to increasing capacity is via an understanding of the level of existing capacity; future priorities can then be subsequently identified. This study aimed to assess the capacity of organizations to implement climate change activities in Cambodia in order to provide such a basis for building capacity. Four elements of capacity were investigated in this research: (1) financial resources, (2) cooperation and coordination of stakeholders, (3) availability and quality of information on vulnerability and adaptation to climate change, and (4) the level of understanding of climate change vulnerability and adaptation. The data were collected through semistructured interviews with a wide range of government and non-government informants across a number of sectors. Results of the study showed that informants perceived capacity for CCA to be very constrained, especially in terms of financial resources and cooperation, and addressing these factors was ranked as the highest climate change capacity priority. Institutional capacity constraints were considered to relate more generally to weak governance of CCA. In light of our research findings, the absence of local higher education institutions in CCA activities should be addressed. The support of such institutions would provide an important mechanism to progress both capacity development as well as partnerships and coordination between different types of organizations and relevant sectors.

Policy relevance

Capacity for CCA within Cambodian health and water sectors was perceived to be very constrained across a range of interdependent factors. Increasing funding was ranked as the highest priority for building capacity for CCA; however, governance factors such as ‘improved cooperation’ were also ranked highly. Improving stakeholders' awareness of the availability of adaptation funds and resources, and their responsiveness to funding criteria, is an important implication of our research, as is improving the mobilization of local resources and the private sector. To address the issue of weak cooperation among stakeholders, improving the coordination function of the National Climate Change Committee (NCCC) regarding stakeholder engagement and capacity building is crucial. Ensuring that CCA activities are based on sound information and knowledge from across different disciplines and, importantly, include the perspectives of vulnerable people themselves, ultimately underpins and supports the realization of the above priorities.  相似文献

Bottom-up and top-down models are used to support climate policies, to identify the options required to meet GHG abatement targets and to evaluate their economic impact. Some studies have shown that the GHG mitigation options provided by economic top-down and technological bottom-up models tend to vary. One reason for this is that these models tend to use different baseline scenarios. The bottom-up TIMES_PT and the top-down computable general equilibrium GEM-E3_PT models are examined using a common baseline scenario to calibrate them, and the extend of their different mitigation options and its relevant to domestic policy making are assessed. Three low-carbon scenarios for Portugal until 2050 are generated, each with different GHG reduction targets. Both models suggest close mitigation options and locate the largest mitigation potential to energy supply. However, the models suggest different mitigation options for the end-use sectors: GEM-E3_PT focuses more on energy efficiency, while TIMES_PT relies on decrease carbon intensity due to a shift to electricity. Although a common baseline scenario cannot be ignored, the models’ inherent characteristics are the main factor for the different outcomes, thereby highlighting different mitigation options.

Policy relevance

The relevance of modelling tools used to support the design of domestic climate policies is assessed by evaluating the mitigation options suggested by a bottom-up and a top-down model. The different outcomes of each model are significant for climate policy design since each suggest different mitigation options like end-use energy efficiency and the promotion of low-carbon technologies. Policy makers should carefully select the modelling tool used to support their policies. The specific modelling structures of each model make them more appropriate to address certain policy questions than others. Using both modelling approaches for policy support can therefore bring added value and result in more robust climate policy design. Although the results are specific for Portugal, the insights provided by the analysis of both models can be extended to, and used in the climate policy decisions of, other countries.  相似文献

利用自动气象站、卫星探测资料,NCEP/NCAR 1°×1°再分析资料等,从环流特征,动力、热力和水汽条件等对发生在江苏地区的两次梅汛期大暴雨过程的中尺度对流云团的发生、发展进行了分析。结果表明:这两次中尺度对流云团中均存在持续伸长型的中尺度对流系统(PECS),大暴雨区与TBB<-70 ℃区域有较好的对应关系,有利的环境场形成的高空辐散、低空辐合和强烈的上升运动是PECS发生发展的重要条件。PECS云团处于200 hPa高空急流入口区右侧、西南低空急流左侧(切变线南侧),呈西南—东北向线状排列,低层暖湿不稳定气流诱发中尺度云团的产生,气旋性涡度场对积云对流活动具有组织和增强作用。当正涡度向垂直方向发展时,附近产生强烈的垂直上升运动,对应着中尺度PECS云团的强烈发展。强烈的对流不稳定有利于中尺度对流系统的发展,也有利于触发暴雨产生。  相似文献

介绍了网络数字雹雨分测仪的传感器结构和工作原理:利用浮力定律,翻斗计量,微机记录,网络传输等工作原理,模拟实验了理论数值和实验数值间的计量误差,探讨了误差产生的原因及野外观测调节技术和蒸发补偿订正等.经试验表明,各种部件结构科学、稳定、误差小、整体性能良好.野外观测资料表明,网络雹雨分测仪所测雨量与自动站观测的雨量误差在可接受范围;由于能同时进行雹雨分测,对极端冰雹天气具有实时监测优势,在野外林果和农作物雹灾危害评估中有重要作用,具有与遥测雨量计和其他遥测气象要素仪器一样的现代化水平,可广泛应用于农业和林业灾害野外监测网络之中.  相似文献

Abstract

Continued growth and the privatisation of Brazil's electricity system, which is largely based upon hydropower, is projected to lead to big expansion mainly of natural gas but also coal power stations with a resulting huge growth in greenhouse gases (GHG) emissions unless steps are taken to avoid this. The Brazilian National Program of Power Conservation and Efficient Use of Electrical Energy in terms of avoided GHG emissions (PROCEL), originally created in 1985, is a multi-stakeholder program coordinated by Eletrobrás aimed to reduce the waste of electrical power on both supply and demand side. Initially crippled by lack of funds, a new finance structure introduced in 1994 has greatly increased PROCEL's impact. Here we develop scenarios that suggest that continued expansion of PROCEL's programme, including resources that might be drawn through clean development mechanism (CDM) projects, to meet projected PROCEL targets over the next two decades could avoid approximately one-third of the GHG emissions from the Brazilian power sector. This contribution demonstrates the significant global environmental benefits of PROCEL in addition to national benefits of this innovative programme.  相似文献
